This Evidence Check review considers the main approaches to priority setting to support resource allocation. While knowledge about their impact on efficiency and equity is limited, the report identifies ‘opportunity cost’ and ‘the margin’ as key criteria and proposes Program Budgeting and Marginal Analysis as a preferred approach. A survey of researchers identified good leadership, a health economist ’embedded’ in the system and ownership of the approach as critical success factors in implementation.
